This question is more for a friend, and Ive sourced out three sets. The best set has no curb rash or corrosion, are silver painted and have good hubcaps.
Personally I dont think they are worth that much, but before I give any advice, I'd like more opinions.

The plan is to strip the paint off them and polish. A little  bit Crazy too much work IMO, but hey, Im sure they'll turn out real nice.

Keep in mind I'm in Southern Ontario, right in the middle of the dreaded Salt Belt. So nice examples are getting harder to come by.

when i bought my ponies last year i paid 200 with tires, but they were about shot

Around here, the norm is $250-$300 for a decent set. By decent, I mean maybe minor curb rash, but nothing too visable. Peeling clearcoat is also common, and almost to be expected. I'm all about polishing. But bear in mind the centercaps will never match. They're plastic........you could have them chrome plated, or find a set that were on the chrome pony wheels, but as I said, it won't match. The chrome would be brighter.

I got my 17X9's for 120,- it was a STEAL!!!  They were VERY clean, too!

its not uncommon for a good set of ponys to go for 300-350 around here
