Does the motor turn at all? If the starter is engaging I don't believe it would be the solenoid.

no. flywheel isnt turning i dont think. i live way in northeast louisiana. i wish someone could come down here and look at it that know what they are doing. i cant mod my engine further without  fixing this first. i had this same problem last year but was fixed now a year later the same problem exists again. new flywheel and new starter. this is fustrating.

This is what I would do.

There isn't much to the starter.....

Just unhook your "+" on the battery, and unbolt your starter. See if there is anything obvious stopping the starter. You might get lucky and find your problem just by looking at it.

If I lived anywhere near you, I would help. Sad

If the starter was working before on the car there's no reason to add washers. This is used to pull the starter back off the flywheel so the head of the starter isn't just ramming in to it.

Guessing it's not the solenoid either if it's getting power down to the starter. Turn the motor over by hand and see if you can catch the flywheel on another spot.
