 Banging head on wall
I am working on a '91 vert.  I have been restoring this car for my cousin.  It has been sitting for a few months will all the interior has been reworked myself..  When I finally finished everthing they went to start the car to move it out of the car lot shop, it would not start!  I got to checking everthing I could think of.  The relay seems to work....as far as getting power to it and it sounds to be working right.  But to no success the pump never would come on.  So I replaced the pump think it might be locked up like some of the Holley pumps I've run in the past after sitting for long periods of time.  Still no PUMP!!  What is going on here I'm to my wits end.  I plan to change the relay in the morning.  They only other thing I can think of is the computer? 
Please help me out here.

There is a button somewhere on the car that is the "collision safety shut-off" button. Find where it is in your manual. When you find it on the car (I am sure someone here knows where it is) push the button in. Put a voltmeter on the pump and see if you have 12 volts.

Since the relay is working it sounds like the fuse is good but never hurts to check. Also make sure all the conections are not corroded and are tight.

You can check the Fuel pump cutoff switch, it is a small black switch located in the trunk/hatch area on the drivers side.  Push the red reset button it.  (IT should not have been tripped, but you never know)

The Fuel pump relay is located under the drivers seat......  Check your fuse box and make sure you have all the fuses good in there.

Pull the relay and spray it out with electrical parts cleaner.  Let it dry a couple minutes and plug it back in, then turn the key to the ON position and see if you hear the fuel pump.  If you do hear the fuel pump, then it's not a relay or the shut off switch, it's something else.. 

Have you put a fuel pressure guage on it to see what's going on?  You can easily install one on the shrader(sp?) valve at the top of the fuel lines, right around the area of the right valve cover and the alternator. 

To what extent have you worked on the interior?  Is it possible the wiring for the relay has been cut or damaged since it is under the drivers seat in that year?  (92 it went on the right fender apron, just behind the mass air sensor)

i trpped my fuel cutoff switch just doing body work in the rear of the car...i would check that first...its the easiest thing to check...its right behind(or infront of, depending on how you look at it) the drivers side tail light.  black box, red button on top...
